NOTICE TO BIDDERS

FOR THE CONSTRUCTION OF THE

AIR CARGO DISTRIBUTION CENTER, US CUSTOMS AND BORDER

PROTECTION FACILITY, AND MULTI-MODAL TRANSIT FACILITY

AT THE

PLATTSBURGH INTERNATIONAL AIRPORT

PLATTSBURGH, NEW YORK

 

Sealed proposals for the construction of a new Air Cargo Distribution Center, US Customs and Border Protection Facility, and Multi-Modal Transit Facility will be received at the Legislative Office, Clinton County Government Center, 137 Margaret Street, Suite 208, Plattsburgh, New York 12901 until 2:30 pm, local time February 1, 2018 and there, at said office, at said time, be publicly opened and read aloud.

Project generally includes the construction of a new 11,000 sq.ft. building to house cargo storage and distribution operations, accommodations made for airside and landside access; construction of a new 5,000 sq.ft. facility for use as a federal inspection station by Customs and Border Protection personnel for General Aviation passengers; a new 2,600 sq.ft. public transit building for use as a central hub for charter bus and taxi companies; site work includes new paved access roads and parking and other associated improvements.

Bids will be split into

Bid 1: Air Cargo Distribution Center and US Customs and Border Protection Facility
Bid 2: Multi-Modal Transit Facility

Also a combined Bid for Both. Refer to Bid Sheets for additional information.

Bidders are advised that this contract will require the contractor and subcontractors to pay prevailing wage rates as a minimum in accordance with the current New York State Wage Rate Schedules.

The proposed project is being conducted under New York State's Upstate Airport Initiative (UAI) program.

The proposed project is being constructed under a Project Labor Agreement.

Bidders are advised that this contract will require the contractor and subcontractors to pay New York State prevailing wage rates as a minimum in accordance with the current Wage Rate Schedules. Bidders shall be advised that this contract requires participation by certified MWBE businesses and has a MWBE Goalof 30%.

The Contract Documents (consisting of the Advertisement, the Proposal, the Contract Form, and the Specifications) and the Contract Drawings may be obtained only from Box. com. Access to contract documents can only be obtained via Ms. Val Celi at C&S Engineers Inc. vceli@cscos.com (315-455-2000) and including the Contractor's name, contact name, address, telephone number, and email address, which will then be recorded on the plan holders list. There is no charge to download the contract documents and contract drawings. Two (2) original completed proposal sections shall be returned. Submitted proposals that were not recorded on the plan holders list shall be considered non-responsive.

Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price  combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. Such certified check or bid bond shall be made payable to Clinton County Treasurer.

A pre-bid meeting to review the specific requirements of the contract, and conduct a site visit, has been scheduled for January 16 , 2018, at 11 :00 a.m. at the C&S Companies Field Office conference room, 21 Arkansas Street, Plattsburgh, New York 12903. All prospective bidders are encouraged to attend.

Any questions regarding the bidding of this project shall be directed, in writing only, to James Paolini of C&S Engineers, Inc., at jpaolini@cscos.com. The last day for questions will be January 25, 2018, at 2:00 pm.

The County of Clinton reserves the right to waive any informalities in the proposal, and to reject any and all proposals.

The County and their agents reserve the right for review and approval of the Project Manager and Superintendents scheduled for each Prime Contractor. If said personnel are not accepted, said personnel may not act in any manner of the administration, management or supervision in or during any part of the project. The contractor will within 5 days present other candidates for acceptance upon denial of previously submitted personnel. No extension oftime nor expense will be granted in either case of the above.
