NOTICE TO BIDDERS
FOR THE CONSTRUCTION OF
RUNWAY 17-35 REHABILITATION-PHASE I
AT THE
PLATTSBURGH INTERNATIONAL AIRPORT

Sealed proposals for the construction of Runway 17-35 Rehabilitation-Phase I Contract will be received at the Legislative Office, Clinton County Government Center, 137 Margaret Street, Ste. 208, Plattsburgh,
New York 12901 until 2:30, local time, June 15,2017, and there, at said office, at said time, publicly opened and read aloud.

This project generally includes the rehabilitation of approximately 1,100 linear feet of Runway 17-35 as well as 900 linear feet of Taxiway "C" to the easterly edge of Taxiway "A" for a total area of 40,000 square yards. Anticipated project tasks include profile cold milling of asphalt and Portland cement concrete, cracking and seating the existing concrete pavement, placement of an asphalt true and leveling course and bituminous asphalt concrete overlay. Within the limits of the project, also included will be underdrain installation on the taxiway and runway edges, pavement markings and modifications of airfield lighting. The project will be constructed under a single General Construction contract. Approximately 7,000 linear feet of Runway 17-35 will remain operational while working on the runway and within the runway safety area by installing a temporary displaced threshold.

dbauer@cscos.com where the Contractor's name, contact name, address, telephone number, and email address will be recorded on the plan holders list. Submitted proposals that were not recorded on the plan holders list shall be considered non-responsive.

After award, the low bidder shall be prepared to hold bid prices for anticipated start of construction expected July, 2018. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 1, 2017. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding. This project requires the Contractor to pay New York State or Federal prevailing wages,
whichever is higher.

Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. The certified check or bid bond shall be made payable to CLINTON COUNTY TREASURER.

A pre-bid conference has been scheduled in order to review the specific requirements of this contract. All prospective bidders are encouraged to attend. The pre-bid conference is scheduled for Wednesday May 31st, 2017 at 10:00 am at the Plattsburgh International Airport ARFF Building  conference room, Arkansas Street, Plattsburgh, New York 12903.

The County of Clinton reserves the right to waive any informality in the proposal, and to reject any and all proposals.

Proposal submissions shall be submitted in a sealed envelope containing two (2) completed copies of the PROPOSAL section of the Contract Documents and shall be clearly marked:
