55-A Application Process

You must be certified through Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR) and meet minimum educational and/or work experience required for the titles selected.

When you meet with an ACCES-VR counselor, your application packet must include the following:

  • List of interested 55A Qualifying Titles (pending approval)
  • Completed Clinton County Application showing proof of minimum qualifications
  • Diplomas and/or Certificates attached to application if required for minimum qualifications
  • Proof of Disability (required for new ACCES-VR clients)

ACCES-VR will forward your application packet along with a Verification of Employment Eligibility Sheet (with counselor’s signature) to Clinton County Personnel.
Clinton County Personnel will review your application packet and forward a letter to you directly indicating the entry-level, competitive-class titles that you qualify for under New York State Civil Service Law, Section 55A and Clinton County Civil Service Rules to be appointed on a non-competitive basis.
