Our Mission |
| Created by the Clinton County Legislature, the mission of the Clinton County Youth Bureau is to promote positive youth development, strong families, and supportive communities. |
|
Our Community Approach |
| Clinton County covers a large and diverse geographic area, containing over nineteen unique and distinct communities. Therefore, it is vital that our youth service network include representatives from each area of the County. This "community" approach encourages county residents of all ages to contribute ideas about youth needs and to help plan for needed services. If you are interested in participating in this process, the Clinton County Youth Bureau and Youth Board welcome your input. |

Our Youth Service Providers |
| The providers of youth services in Clinton County are as diverse as the people they serve. They include not-for-profit organizations governed by volunteer boards of directors as well as youth commissions governed by the elected officials in each of the County's municipalities. School districts and churches are also involved in providing educational and/or recreational activities for youth. Finally, services may be provided by government agencies that specialize in youth programming. |

Three Steps to Youth Planning |

Youth Needs Assessment |
| As a first step, the needs of our young people must be assessed through surveys, interviews with various community members and professionals and the review of national, state and local statistics. Needs assessment must be a perpetual activity in order to remain current. | |

Programming |
| At this point, requests are made for proposals to conduct youth programs. The Youth Board reviews these and helps agencies to find suitable funding sources. Part of this state includes the allocation of New York State Office of Children & Family Services funding to programs that fit the guidelines and meet priority youth needs in the community | |

Monitoring and Evaluation |
| This stage is viewed as both an end and a beginning. Monitoring includes regularly scheduled visits to funded programs and collection of regular reports on the program progress. Evaluation may include feedback sheets, questionnaires, pre/post testing or other means of measuring the program's outcome. This final stage can help the program to become tailored to the needs of our unique community. | |

Funding |

| The Youth Bureau is funded from a variety of sources. Primary funding comes from Clinton County and the New York State Office of Children & Family Services. Additionally, many youth services are funded in part by the Clinton/Essex United Way as well as donations, fund-raising efforts and municipal tax dollars. The Youth Bureau is also instrumental in developing grants from a variety of Federal and New York State agencies and departments as well as private foundations. | ||

Services |
||
| Direct programs and services of
the Youth Bureau include the Clinton County Youth Court, the Clinton
County Youth Scholarship Program and the Clinton County Recreation Program. Currently,
eleven agencies are
receiving New York State Office of Children and Family Services funds for
twenty programs serving the needs of County youth in the areas of
education, family support, health, juvenile justice, mental health and
recreation. These agencies are: Adirondack Experience, Inc., Behavioral Health Services North, Inc., Champlain Valley Family Center,
Catholic Charities, Child Care
Coordinating Council of the North Country, Hill and Hollow Music, JCEO,
National Alliance for the Mentally Ill of the Champlain Valley, North
Country Cultural Center for the Arts, and Plattsburgh Housing Authority.
Municipalities within Clinton County offer a wide range of programs funded, in part, by the New York State Office of Children & Family Services including arts and crafts, reading programs, computer instruction, instruction and participation in numerous sports, tutoring, field trips, youth employment, bicycle, ATV and snowmobile safety and many other activities intended to enhance positive youth development and prevent delinquency. Clinton County is unique in New York State in that it offers, in cooperation with all the municipalities in the County, County-wide instructional swimming, basketball, soccer and baseball/softball programs every year. The County recreation program also offers one-day clinics in a wide variety of activities. |
