Services
Maintain financial records for all County departments
Pay all audited claims against the County including debt service
Receive and disburse Federal, State and local funds as required
Collect Real Property taxes - see detail below
Responsible for County payroll
Serve as depository for custodial and various trust accounts
Responsible for capital projects including borrowing money and paying all audited claims
Invest funds within guidelines of County Investment Policy to assure optimum earnings
Issue Certificate of Residency to allow residents to attend community colleges at a reduced tuition
Clinton County contracts with an independent auditing firm to annually audit financial records in accordance with the Single Audit Act of 1984.  All records in the Treasurer's Office are maintained under Generally Accepted Accounting Principles (GAAP) and in accordance with the Government Accounting Standards Board (GASBE).
The County Treasurer submits an annual financial report to the New York State Comptroller in accordance with General Municipal Law.

IMPORTANT NOTICE:

AMENDMENT TO LOCAL LAW AFFECTING TAX FORECLOSURE 

The redemption period (the period of time the owner has to pay delinquent taxes and avoid having title to their property transferred to the County) for residential property and farm property has been reduced from four (4) years to two (2) years beginning with taxes to be issued in January 2007.

Be advised that both delinquent 2006 and 2007 (with any possible prior years) taxes on residential and/or farm property will be included in the in rem foreclosure action anticipated to be filed with the Court in October 2009.  Thereafter, all parcels shall have a two-year redemption period. 

WE STRONGLY RECOMMEND THAT TAXPAYERS TAKE ACTION IMMEDIATELY TO BEGIN THE PROCESS OF PAYING DELINQUENT TAXES ON YOUR PROPERTY.

Tax Collection
Collect delinquent Real Property taxes including County, Town, Village and School taxes for 14 towns, 3 villages and 9 school districts (City of Plattsburgh is excluded)
Collect current taxes for County and Town taxes for taxpayers who opt to pay taxes in four installment payments
School taxes are mailed in September
Taxpayers can enter into a delinquent installment payment program to pay taxes over an extended period (up to 24 months) with a 25% deposit - contact the Treasurer's Office for full details
Tax searches and tax receipts are available for a fee
The Treasurer is the enforcing officer under the In Rem Foreclosure process
Taxpayers who own residential and agricultural property have four years to pay taxes before foreclosure
Commercial and vacant property is foreclosed after a two year delinquency
Title searches are performed annually on property subject to foreclosure
Following judicial transfer of title of foreclosed property to the County, a public auction is held to sell the property - minimum bid is amount of taxes due
   

Collection of 2008/2009 Plattsburgh City School taxes will be at the Clinton County Treasurer’s Office from July 24, 2008 through December 1, 2008 (Monday through Friday, excluding holidays) between the hours of 9:00 a.m. through 1:00 p.m.

bulletPlattsburgh City School taxes are mailed to taxpayers.
bulletFull payment of City school taxes without interest due August 23rd.
bulletFirst, Second, Third and Fourth installment payments of City school taxes due August 23rd, September 23rd, October 23rd and November 23rd.
bulletCity school taxes that remain unpaid on December 2, 2008 are payable to the Plattsburgh City Chamberlain with penalty/interest.
bulletSeptember 1
bulletSchool taxes are mailed to taxpayers by local school district collectors.
bulletFinal date to pay school taxes without interest is determined by local school district.
bulletPlease read your bill carefully for dates and times of collection.
bulletInstallment payment of school taxes – 3 installment payments.
bulletFirst payment must be made to local school tax collector by September 30th.
bulletU.S. postmark governs date of payment.
bulletSecond and third payments must be submitted to County Treasurer by October 31st and December 1st.
bulletSchool taxes that remain unpaid on December 2, 2008 are subject to penalty and interest and will be relevied on the January land tax bills.

bulletDelinquent taxes are advertised in the Press Republican and North Countryman newspapers on September 6th , September 20th and October 4th (3 non-consecutive weeks).

bulletIn Rem foreclosure documents filed with the Court on October 10, 2008.
bulletIn Rem publication in the Press Republican and North Countryman on October 11th, October 25th and November 8th (3 non-consecutive weeks).
bulletCertified letters mailed to taxpayers on October 10, 2008 enclosing Notice of Petition advising delinquent taxpayers last day to redeem property prior to foreclosure being January 9, 2009.
bulletLetters mailed to all parties of interest who hold mortgages or liens against property listed in Notice of Petition on October 10, 2008.
