Comprehensive Safety Program

OBJECTIVE:  To provide a comprehensive employee safety training program for conducting safe operations in work zones while ensuring the safety of the traveling public and Department work crews, ensure workplace safety, and compliance with OSHA regulations and standards, to minimize liability exposure, and to minimize time lost from preventable work injuries.

In all operations conducted by the Department, safety comes first and foremost.  Employees are constantly exposed to hazardous working conditions.  By the nature of our work, it is our duty to put safety as the top priority.  Safety training is conducted by in-house trained certified staff.  The following is a list of safety programs currently conducted at the Clinton County Highway Department:

Garage Safety Inspections (conducted by in-house staff)

To identify and correct any safety deficiencies and/or health issues to provide employees with a safe work environment.

Safety Meetings
(conducted by in-house staff)

To provide employees a review of current Department safety policies/procedures and introduce new or updated information.

NYS Department of Labor
Consultation

Every 5 years

To insure that the Department is in compliance with OSHA standards/policies and provide updated information regarding these policies.

Flagger Certification Training
(provided by NYS Department of Transportation certified trainer)

As requested on interim basis

To provide employees training on proper flagging techniques, work zone safety and required nighttime flagging certification.

MSDS Training/Hazard Communication Program
(conducted by in-house staff)

As needed

To provide employees with the “Right to know” information regarding hazardous chemical in the workplace.

Lockout/Tagout Policy Training (conducted by in-house staff)

Annual

To provide designated employees with training on proper procedures to insure the isolation of sudden or unexpected release of energy when performing equipment maintenance.

Ergonomics Training
(provided by NYS Department of Labor)

As requested on interim basis

To provide employees with proper lifting, pulling and pushing techniques to reduce musculoskeletal injuries in the workplace.

Forklift Operation Training
(conducted by in-house staff)

Every 3 years or

To insure safe operation of

To provide employee safety from fire or other emergency.
