The Referral
If you have a preschool child and you have noticed that your child is not
developing skills such as walking, talking, or playing like other young
children, you may want to talk to your family doctor. He or she may reassure
you that children develop at different rates and your child’s development is
okay. If, however, the doctor is concerned, or you are still not comfortable
with your child’s progress, you may wish to make a referral to your school
district’s Committee on Preschool Special Education (CPSE). The following is
a list of school districts in Clinton County. If you are not sure which
district to call, you may also call Champlain Valley Education Services at
561-0900 and they will assist you.

How Much Does it Cost?
There is no costs to parents for evaluations or any
services listed on their child’s IEP. The Clinton County Health Department
and the State Education Department pay for services

How Does CPSE Work?
The school district will arrange for your child to be evaluated to see if
there is a need for special education services. If the evaluation shows that
your child is "eligible" the CPSE, with your input, will develop an
Individualized Education Plan (IEP) to meet your child’s needs. Services may
be provided in your home, your child’s day care, or in a special education
classroom setting. Services on the IEP may include special education, speech
therapy, physical therapy, occupational therapy, counseling, transportation,
and other services.
