What is the
Healthy Neighborhoods Program and How Does it Work?
The Healthy Neighborhoods Program (HNP) is a program designed to help
improve the personal health, safety, and environmental living conditions of
residents within Clinton County. HNP is able to do this through health and
safety surveys that are conducted with participants of the program. The
survey is done at the home of the participant and takes about 20 minutes.
The survey covers 4 main topics: fire safety, lead, indoor air quality, and
asthma. Based on the outcome of the survey HNP is able to provide the
participant with safety products. Some of the safety products provided are:
smoke detectors and carbon monoxide detectors (to income eligible homes),
baby safety products such as cabinet locks and shock stoppers, asthma safety
products such as allergen proof products and dust wipes, and health and
safety education.

Asthma
Poisoning Prevention
Injury Prevention
Along with providing safety products and
education the Healthy Neighborhoods Program can make referrals for the
participant to other Clinton County agencies/ programs that HNP feels the
participant could benefit from.
Why Healthy Neighborhoods?
By making homeowners and residents aware of the variety of health, social
and environmental services available, we hope to improve the overall level
of health, safety, security within our community.
Do I Have to Take the
Survey to Obtain the Healthy Neighborhoods’ Safety Items?
Yes. Our program guidelines state that we must go inside the home and
complete a survey before providing any information or products.

Something to Keep in Mind
The Healthy Neighborhoods Program
Educator is not there to get the home-owner, renter, or landlord in trouble,
we are simply there to assist in making your home environment a safer place
to be. The information from the survey is entered into a database with your
address and phone number. No names are placed in the database. Only staff
of the Healthy Neighborhoods Program have access to this information. Only
with the permission of the participant is their name and personal
information passed on to another Agency or Program, in the case of a
referral.
How Much Does it Cost to
Participate in the Healthy Neighborhoods Program?
The Clinton County Healthy
Neighborhoods Program is funded by the New York State Department of Health
and is free for those Clinton County residents who would like to
participate.
It’s Free But are there Income Requirements to Participate in your Program?
No. There are not income guidelines to participate. Any resident of Clinton
County can participate in our program. However, when distributing our
safety products, we are only able to give our smoke detectors and carbon
monoxide detectors to those residents who meet our income guidelines. The
Healthy Neighborhoods Program uses the same income guidelines as the WIC
Program and HEAP.
